[MySQL 5.5] SQL Error (2003): Can't connect to MySQL server on '127.0.0.1' (10061)

Symptom(징후)
공유기 환경에서 MySQL를 설치한 Server에서는 local host로 접속이 되지만, Client에서는 Server의 IP로 접속이 안되어 아래의 메시지가 발생되는 경우가 있으며, 약간의 데이터를 수정해주면 Client에서 접속이 가능하다.

Server is connected of localhost in installed MySQL in routed Environment.

But Server is not connected of IP in Client.

Below Occurred message. Connected in Client that when modify a little data.

Solution(해결)

Client에서 접속이 되긴 하지만, Server에서 MySQL을 접속하지 못하는 현상이 발생되었다.
